 จดหมายเปิดผนึกถึง ม.ร.ว.ปรีดิยาธร เทวกุล

สืบเนื่องจาก ม.ร.ว.ปรีดิยาธร เทวกุล ได้ทำจดหมายเปิดผนึก ถึง ฯพณฯ นายกรัฐมนตรี เมื่อวันที่ 6 กุมภาพันธ์ 2557 นั้น
MR Pridiyathorn Devakula wrote an open letter to Her Excellency Prime Minister Yingluck Shinawatra on Thursday.
เห็นว่าหลักคิดและการอธิบายความในปัญหาต่างๆ ที่สังคมทั่วไปในจดหมายเปิดผนึกเป็นข้อมูลที่รับรู้และรับทราบโดยทั่วไป
The contents of the open letter is already public knowledge.
ทั้งในเวทีระบบรัฐสภา ที่มีการอภิปรายไม่ไว้วางใจต่อรัฐบาล และมีการชี้แจงเสร็จสิ้นแล้ว
The issues were raised in parliament during the no-confidence debate, and everything was already explained.
และเป็นข้อมูลที่มีการพูดจากัน ทั้งก่อนและหลังที่รัฐบาลได้ยุบสภา
It is also information that was being discussed in public before and after the House dissolution.
อีกทั้งเมื่อมีการชุมนุมของประชาชน ประชาชนก็ได้นำข้อมูลที่ ม.ร.ว.ปรีดียาธร เทวกุล ได้นำมาเผยแพร่ เวทีผู้ชุมนุมโดยกล่าวหาเป็นรายวัน
Since the protests started, the protesters have been using the information that MR Pridiyathorn published to make

daily allegations,
เพื่อใช้เป็นข้ออ้างในการเรียกร้องให้มีการปฏิรูปการเมือง
using it as an excuse to call for reform.
ณ วันนี้ ม.ร.ว.ปรีดิยาธร เทวกุล ก็กลับนำข้อมูลเดิมตามที่กล่าวมา มานำเสนอซ้ำอีก ในลักษณะแผ่นเสียงตกร่อง
On Thursday, MR Pridiyathorn Devakula repeated the same old information like a broken record.
ทั้งสิ่งที่นำเสนอนั้น มิใช่ข้อคิด ความเห็น หรือข้อมูลใหม่ ไม่ว่าจะเป็น ประเด็นเศรษฐกิจ สังคม การเมือง และต่อสถานะของรัฐบาลในปัจจุบัน
What he presented is nothing new. There's no new information, no new opinions, be they about the economy, society,

politics, or the status of the government.
ซึ่ง ม.ร.ว.ปรีดียาธรฯ ในฐานะอดีตรองนายกรัฐมนตรีสายเศรษฐกิจ และรัฐมนตรีว่าการกระทรวงการคลังในรัฐบาลยุคหลังรัฐประหาร กันยายน พ.ศ.2549
MR Pridiyathorn was deputy prime minister for the economy as well as finance minister in the government after the

September 2006 coup.
ได้เคยออกมาตรการควบคุมเงินทุนไหลออกจนตลาดหุ้นล่มถล่มทลายมาแล้ว
The measures he issued to prevent capital flight led to the meltdown of the stock market.
ทราบดีว่า รัฐบาลนี้ได้ตัดสินใจคืนอำนาจให้กับประชาชนเพื่อตัดสินใจทางการเมือง
He knew well that this government decided to give people back the power to make a political decision
ในฐานะเจ้าของอำนาจอธิปไตยในการกำหนดอนาคตของประเทศ
as the owners of sovereign power to determine the future of the country
โดยปราศจากการแทรกแซงหรือครอบงำทางความคิด ไม่ว่าจะเป็นโดยบุคคลหรือคณะบุคคลใดก็ตาม
without interference or domination of their thoughts by any individuals or any particular groups of people.
เพื่อให้สาธารณะได้รับรู้ข้อมูลที่ถูกต้อง
So that the public is aware of the information accurately,
ผมขอถือโอกาสชี้แจงทำความเข้าใจในประเด็นที่เกี่ยวข้อง ดังนี้
I would like to clarify these points:
โครงการรับจำนำข้าว ดำเนินการตั้งแต่เดือนตุลาคม ปี 2554 ต่อเนื่องมา 4 ฤดูการผลิต
The rice-pledging scheme started in October 2011 and continued for four consecutive harvesting seasons.
คือ 2554/55 (2) นาปี 2555/56 (3) นาปี 2555/56 และ (4) นาปรัง 2556/57
They were 2011/12 (2) wet-season rice 2012/13 (sic) (3) wet-season rice 2012/13 and (4) dry-season rice 2013/14.
สามารถจ่ายเงินค่ารับจำนำแก่ชาวนาได้อย่างมีประสิทธิภาพ เป็นจำนวนเงินกว่า 6 แสนล้านบาท
The government efficiently paid the rice farmers under the pledging scheme a total of over 600 billion baht.
จนมาถึงฤดูกาลนาปี 2556/57 ซึ่งได้รับอนุมัติให้ดำเนินโครงการในวันที่ 3 กันยายน 2556 และรับจำนำมาตั้งแต่วันที่ 1 ตุลาคม 2556
For the wet-season rice 2013/14, the scheme was approved on Sept 3, 2013 and the pledging started from Oct 1, 2013

onward.
สามารถช่วยจ่ายค่ารับจำนำได้อย่างมีประสิทธิภาพ ในช่วงต้นฤดูกาล
The payments were made efficiently during the early phase.
และได้จ่ายเงินค่ารับจำนำไปแล้วเป็นจำนวนกว่า 6 หมื่นล้านบาท โดยไม่ได้ล่าช้า
And we already paid 60 billion baht without any delays.
แต่ด้วยสถานการณ์ทางการเมืองที่เกิดจากฝ่ายค้านโดยทำให้การอนุมัติใช้งบประมาณประจำปีล่าช้า
Due to political problems caused by the opposition, however, the annual budget approval became delayed,
การบุกยึดกระทรวงการคลัง และสำนักงบประมาณ
followed by the seizure of the Finance Ministry, the Budget Bureau,

และ ส.ส. ฝ่ายค้านลาออกยกพรรค ซึ่งนำไปสู่การยุบสภาผู้แทนราษฎร
and the resignations of the opposition, leading to the House dissolution.
ทำให้รัฐบาลต้องปฏิบัติตามขั้นตอนทางกฎหมายในการจัดหาเงินเพิ่มขึ้น
The government then had to follow legal procedures to find more money.
และมีขบวนการในการข่มขู่ทั้งสถาบันการเงินและส่วนราชการที่ทำให้การจัดหาเงินมีความล่าช้า
There have been organised efforts to threaten banks and state agencies which have further delayed the efforts to

obtain the money.
แต่กระทรวงการคลังยังคงเดินหน้าที่จะปฏิบัติหน้าที่ตามมติคณะรัฐมนตรี และกฎหมายที่เกี่ยวข้องให้ถูกต้องและรอบคอบ
But the Finance Ministry continues to do our duty in accordance with the cabinet resolutions and relevant laws,

carefully and correctly.
ต่อประเด็นที่ ม.ร.ว.ปรีดิยาธรฯ ยกเรื่องคณะอนุกรรมการปิดบัญชีโครงการรับจำนำข้าว มากล่าวหา นั้นไม่เป็นธรรม
MR Pridiyathorn's point about the accounting committee for the rice-pledging scheme which he used to make his

allegation is simply unfair.
ทั้งที่ในความเป็นจริงนั้น สิ่งที่ ม.ร.ว.ปรีดิยาธรฯ รวมทั้งกลุ่มผู้โจมตีโครงการนี้มิได้พูดถึงเลยคือมูลค่าของข้าวที่อยู่ในสต๊อก
What MR Pridiyathorn and others who attack the rice-pledging scheme do not talk about is the value of rice in the

stocks.
ซึ่งมีมูลค่าอยู่ในตัวเอง รวมทั้งส่วนต่างที่ขาดหายไปนั้นแท้จริงแล้วอยู่ในมือชาวนา
These rice stocks still have monetary value, including the difference, which is actually in the rice farmers' hands.
สำหรับนโยบายพลังงานทางเลือก ตามยุทธศาสตร์พลังงาน (โครงการโซลาร์เซล)
Regarding the alternative energy policy under the energy strategy (solar cell project),
 เป็นนโยบายที่ดำเนินการต่อเนื่องมาหลายรัฐบาล
it is a policy that has been carried out by successive governments.
ซึ่ง ม.ร.ว.ปรีดิยาธรฯ น่าจะทราบดีอยู่แล้วว่า ขั้นตอน กระบวนการในการดำเนินนโยบายนี้นั้น เกี่ยวข้องกับหน่วยงานหลายหน่วยงาน ทำให้มีปัญหาอุปสรรคในการดำเนินงาน
MR Pridiyathorn should know full well that the procedures involved in implementing this policy involve many state

agencies, which give rise to many problems.
 ซึ่งท่านก็น่าจะเคยพบปัญหานี้มาก่อนในสมัยที่ท่านดำรงตำแหน่งในคณะรัฐมนตรีในรัฐบาลที่ผ่านมา
He himself must have faced similar problems when he was a cabinet minister.
โดยเฉพาะขั้นตอนในระดับปฏิบัติในการออกใบอนุญาต รง.4 ซึ่งรัฐบาลนี้ก็ไม่ได้นิ่งนอนใจ  
Concerning the procedures in issuing the Ror Ngor 4 permits, this government has not been idle.
โดยได้มีการจัดประชุมคณะกรรมการนโยบายพลังงานแห่งชาติ เมื่อเดือนตุลาคม 2556 ที่ผ่านมานั้น ได้พยายามแก้ไขปัญหาการออกใบอนุญาตดังกล่าว โดยการขอยกเว้นจากกระทรวงอุตสาหกรรม
The National Energy Policy Committee held a meeting in October 2013 to solve the permit problems by asking for

exemption from the Industry Ministry.
แต่จำเป็นต้องมีการแก้ไขกฎหมายและกฎระเบียบที่เกี่ยวข้องหลายฉบับ จึงต้องใช้เวลาในการดำเนินการ
But this requires amendment of the laws and regulations concerned, which takes time.
ในประเด็นการปฏิรูปประเทศ นั้น มิได้เป็นปัญหาในการสร้างกระบวนการในการมีส่วนร่วมระหว่างประชาชน สถาบัน องค์กร ต่างๆ หรือการยอมรับ
Regarding the (government's) national reform plan, there are no problems in creating a participatory process to

involve the people, institutions, organisations, or in getting their acceptance.
รวมทั้งปัญหาความเชื่อมั่นต่อประเด็นการปฏิรูปการเมือง ตามที่ ม.ร.ว.ปรีดิยาธรฯ กล่าวอ้าง
Nor are there problems of confidence in the government's reforms as claimed by MR Pridiyathorn.
แต่แท้จริงแล้ว ในเรื่องนี้ เป็นประเด็นที่จำเป็นต้องทำความเข้าใจว่าการปฏิรูปการเมือง สามารถดำเนินการคู่ขนานพร้อมไปกับการเลือกตั้ง
In fact, we need to understand that political reform can take place in parallel with the general election.
โดยที่ไม่ต้อง “แช่แข็งประเทศ” อยู่กับการปฏิรูปการเมือง
There's no need to "freeze" the country during political reform.
เพราะปัญหาของประเทศนั้น มีหลายมิติ
This is because the problems in the country have many dimensions.
 โดยเฉพาะปัญหาเศรษฐกิจมีลักษณะเป็นพลวัตที่ไม่หยุดนิ่ง
The economic problems, in particular, are very dynamic.
 จำเป็นต้องมีรัฐบาลที่มีอำนาจเต็มเพื่อให้การบริหารราชการเป็นไปอย่างต่อเนื่อง
It is therefore necessary to have a government with full authority to run the country continuously.
 และในตอนนี้ ประเทศไทยได้ก้าวไปข้างหน้าอีกก้าวหนึ่งจากความสำเร็จในการจัดการเลือกตั้งในวันที่ 2 กุมภาพันธ์ ที่ผ่านมา
At present, Thailand has made another step forward with a successful poll on Sunday.
ซึ่งมีหน่วยเลือกตั้งเกือบร้อยละ 90 ที่สามารถจัดการเลือกตั้งได้
Nearly 90% of the polling stations successfully organised the election.
และมีประชาชนออกมาใช้สิทธิ์เลือกตั้งถึงกว่า 20 ล้านคน
More than 20 million people went to cast their votes.
แม้ว่าการยังมีหลายพื้นที่ที่ยังจัดการเลือกตั้งไม่ได้ แต่เชื่อว่าในท้ายที่สุด กกต. รวมทั้งภาครัฐ ภาคเอกชน และประชาสังคมจะร่วมมือกันช่วยประคับประคองรักษาระบอบประชาธิปไตยเพื่อให้สามารถจัดการเลือกตั้งได้จนครบทุกเขต
Although several areas still face problems in organising re-elections, I believe that the Election Commission, the

government, the private sector, as well as civil society groups can join hands to maintain the democratic system to

organise re-elections in all districts.
การที่ ม.ร.ว.ปรีดิยาธรฯ ยังยึดติดอยู่กับประเด็นเดิม
MR Pridiyathorn is still glued to an old issue,
ซึ่งเป็นประเด็นเดียวกับผู้ชุมนุมในลักษณะที่คล้ายจะเป็นแนวร่วม
which is the same one as the protesters,which is the same one as the protesters, in a manner that makes him appear to

be in alliance with them.
ด้วยท่าทีที่สิ้นหวังต่อระบอบประชาธิปไตยและการเลือกตั้ง ซึ่งเป็นสิทธิขั้นพื้นฐานของประชาชนนั้น
It is the attitude of hopelessness towards the democratic system and elections, which are people's fundamental right.
ไม่ต่างจากการไม่ให้ความเคารพต่อเจตนารมณ์ของประชาชนทั้ง 20 ล้านคน
This is tantamount to showing disrespect to the intentions of 20 million people
ที่ออกมาเลือกตั้ง ที่อดทนและยืนหยัดอยู่ข้างหลักการประชาธิปไตย
who came out to vote, who have chosen to be patient and to firmly adhere to democratic principles.
สุดท้ายนี้ การที่ ม.ร.ว.ปรีดิยาธรฯ รวมทั้งผู้ชุมนุมที่มีข้อเรียกร้องในลักษณะเดียวกันคือให้นายกรัฐมนตรีลาออกจากตำแหน่ง เพื่อเปิดทางให้มีคนกลางมาดำเนินการปฏิรูป ตลอดจนบริหารประเทศ นั้น เห็นได้ชัดว่า แนวคิดดังกล่าวเป็น

การละเลยการยึดมั่นในระบอบประชาธิปไตย
Lastly, the similar calls by MR Pridiyathorn and the protesters for the prime minister to resign evidently show their

line of thought which does not adhere to democracy.
ตลอดจนไม่คำนึงว่าการดำรงอยู่ของรัฐบาล และนายกรัฐมนตรี นั้น จะเป็นหลักประกันของการคงอยู่ซึ่งวิถีทางในระบอบประชาธิปไตยตามบทบัญญัติรัฐธรรมนูญ
They also ignore the fact that the continuation in office of the government and the prime minister will guarantee the

continuation of a democratic system under the constitution.
ทั้งยังช่วยสร้างความเชื่อมั่นต่อสังคมโลกว่าประเทศไทยมีระบอบการเมืองการปกครองที่เข้มแข็ง
This should also help strengthen confidence among the international community that Thailand has a strong political

system,
พลเมืองมีความเท่าเทียมกันภายใต้ระบอบประชาธิปไตย
in which citizens are equal under a democratic system,
มีความอดทนพร้อมที่จะพัฒนาการเมือง การปกครองให้เป็นประชาธิปไตยอันมีพระมหากษัตริย์เป็นประมุขอย่างสมบูรณ์ยิ่งขึ้น
and is determined to develop a strong democracy under the constitutional monarchy even further.
