สวัสดีครับ
เมื่อวันที่ 6 ก.พ. ม.ร.ว.ปรีดิยาธร เทวกุล อดีตรองนายกรัฐมนตรี และ รมว.คลัง ได้เขียนจดหมายเปิดผนึกถึง น.ส.ยิ่งลักษณ์ ชินวัตร รักษาการนายกรัฐมนตรี และรมว.กลาโหม โดยเรียกร้องให้ตัดสินใจลาออกจากการเป็นรัฐบาลรักษาการ
อ่านภาษาอังกฤษ นสพ. Bangkok Post
ผมเองอ่านแล้วทั้งภาษาไทยและคำแปลภาษาอังกฤษ และเห็นว่า ในฐานะผู้ศึกษาภาษาอังกฤษ เราน่าจะได้ศึกษาการแปลเป็นอังกฤษของจดหมายเปิดผนึกฉบับนี้ ซึ่งบางครั้งก็ไม่ได้แปลตรงตัวคำต่อคำ แต่สิ่งหนึ่งที่ผมยอมรับก็คือ แปลได้มันมาก หลายวรรคที่ผมอดยิ้มไม่ได้ว่า ช่างแปลได้อารมณ์ดีจริง อันนี้ว่ากันเฉพาะในแง่ของภาษาเท่านั้นนะครับ แง่อื่นไม่พูดถึง
สำหรับท่านที่อ่านคำแปลแล้วรู้สึกว่ายาก ก็ค่อย ๆ อ่านแล้วกันครับ ไม่ต้องอ่านรวดเดียวจบก็ได้ ค่อย ๆ เดินเดี๋ยวก็ถึง

ตามที่รัฐบาลของ ฯพณฯ ทำหน้าที่รักษาการบริหารประเทศมาตั้งแต่วันที่ 9 ธันวาคม 2556
Since you assumed the role of caretaker prime minister following the House dissolution on Dec 9, 2013,
ปรากฏว่าในช่วงของการเป็นรัฐบาลรักษาการ รัฐบาลของ ฯพณฯ ไม่สามารถปฏิบัติภารกิจที่สำคัญๆ ให้ลุล่วงไปได้มาโดยตลอด
your government has failed to accomplish many important missions.
ประการแรก รัฐบาลของ ฯพณฯ ไม่สามารถจ่ายเงินในการรับจำนำข้าวให้แก่ชาวนาได้ตามเงื่อนไขที่รัฐบาลของ ฯพณฯ ประกาศเป็นนโยบายไว้
First, your government has not been able to pay farmers for the rice they sold under your rice-pledging policy.
ปล่อยให้ชาวนาจำนวนมากที่นำข้าวมาจำนำต้องรอรับเงินเป็นเวลานานจนเกิดความทุกข์ร้อนกันทั่วไป
Your government has kept millions of farmers waiting for several months for their payments. Their sufferings
have become widespread. Their frustration and protests have increased.
ทั้งนี้เพราะรัฐบาลของ ฯพณฯ ไม่สามารถจัดหาเงินมาให้ธนาคารเกษตรและสหกรณ์การเกษตร (ธกส.) ใช้ในการรับจำนำข้าวตามที่ได้วางแผนไว้
The government cannot pay the farmers because it cannot provide enough funds for the Bank for Agriculture and
Agricultural Cooperatives (BACC) to operate the scheme as planned.
กล่าวคือ รัฐบาลของ ฯพณฯ ได้กำหนดวงเงินที่จะใช้ในการรับจำนำข้าวในปีการผลิต 2556/57 ไว้จำนวน 270,000 ล้านบาท
Your government set the budget for the 2013/2014 crop year at 270 billion baht.
โดยมีแผนที่จะให้ ธกส. ออกพันธบัตรกู้เงินโดยมีกระทรวงการคลังค้ำประกันในวงเงิน 140,000 ล้านบาท
The plan was for the BACC to issue 140 billion baht bonds to be guaranteed by the Ministry of Finance.
และกำหนดที่จะขายข้าวที่ได้จากการรับจำนำข้าวในปีก่อนเพื่อนำเงินมาคืนให้ ธกส. อีก 130,000 ล้านบาท เพื่อใช้ในโครงการนี้
The remaining 130 billion baht would come from rice sales from last year’s stockpiles.
แต่ปรากฏว่าตั้งแต่เดือนตุลาคม 2556 ที่ประกาศแผนออกมาจนถึงวันที่ยุบสภา
The truth, however, is from the time the government announced its plan in October 2013, to the time when it
announced the House dissolution in December,
กระทรวงการคลังไม่ได้ดำเนินการให้ ธกส. ออกพันธบัตรกู้เงินจำนวน 140,000 ล้านบาทตามที่กำหนดไว้เลย
the bonds under the Finance Ministry guarantee of 140 billion baht were not issued.
ส่วนการขายข้าวเพื่อส่งเงินคืนให้ ธกส. นั้นในระยะเวลา 3 เดือนที่ผ่านมา กระทรวงพาณิชย์ขายข้าวได้เงินส่ง ธกส.เพียง 40,000 ล้านบาท
And since November 2013, the Commerce Ministry has only managed to sell 40 billion baht in rice sales,
ซึ่งน้อยกว่า 130,000 ล้านบาทที่ตั้งใจไว้มาก
which is significantly lower that the 130 billion baht target.

In essence, the delay by the Finance Ministry to issue the BACC bonds
และการที่กระทรวงพาณิชย์ไม่มีความสามารถเพียงพอในการขายข้าวนี้เอง
and the inability by the Commerce Ministry to sell rice
มีผลให้ ธกส. ขาดเงินสำหรับใช้รับจำนำข้าว
caused the BACC to lack sufficient funds to pay farmers.
เป็นความล้มเหลวในการดำเนินนโยบายสำคัญของรัฐบาล ที่เกิดจากความบกพร่องของรัฐบาลของ ฯพณฯ เองโดยแท้
The failure to operate this flagship policy is the direct result of your government’s lack of ability and
nothing else.
ประการที่สอง เมื่อกลางเดือนตุลาคมรัฐบาลของ ฯพณฯ โดยกระทรวงพลังงานประกาศให้มีโครงการผลิตไฟฟ้าจากพลังงานแสงอาทิตย์เพื่อขายให้แก่การไฟฟ้านครหลวงและการไฟฟ้าภูมิภาค โดยเชิญชวนให้
เอกชนลงทุนติดตั้ง Solar Cell บนหลังคาบ้าน หรือ หลังคาอาคารธุรกิจ
The second example I would like to highlight shows the government’s inability to manage simple projects and
policies. This example is a project under the Energy Ministry, which launched a solar rooftops project for the
private sector to generate solar power for sale to the electricity authorities.
ซึ่งปรากฏว่ามีเอกชนจำนวนมากกว่า 1,000 หลังคาเรือน และบริษัทธุรกิจมากกว่า 200 แห่งตกลงเข้าร่วมโครงการ จนได้ทำสัญญาขายไฟฟ้ากับการไฟฟ้าฯ เรียบร้อยแล้ว
The scheme attracted more than 1,000 residential applicants and over 200 businesses. Most of them have
completed their contracts to sell solar power to the state utilities.
บัดนี้เอกชนได้ลงทุนติดตั้ง Solar Cell บนหลังคาเสร็จแล้วเป็นส่วนใหญ่และพร้อมที่จะเชื่อมต่อเพื่อขายไฟฟ้าเข้าเครือข่ายของการไฟฟ้าฯ
Most of the private power producers also finished installing the solar rooftops.
แต่ปรากฏว่ากรมโรงงานอุตสาหกรรมระบุว่าการผลิตไฟฟ้าจากพลังงานแสงอาทิตย์บนหลังคาของอาคารบ้านเรือนต่างๆ เข้าข่ายว่าเป็นการประกอบการโรงงานอุตสาหกรรมประเภทหนึ่ง
However, they are not allowed to connect to the state utilities’ power grid because the Industrial Works
Department (under the Industry Ministry) has ruled that generating power by solar rooftops is classified as a
factory.
ซึ่งต้องได้รับใบอนุญาตโรงงานที่เรียกว่า รง.4 เสียก่อนจึงจะผลิตไฟฟ้าเพื่อขายได้
Therefore, these small-scale producers must obtain an operating license called a Ror Ngor 4 before they can
produce electricity for sale.
เห็นได้ชัดว่า กระทรวงอุตสาหกรรมมิได้สนใจที่จะให้ความร่วมมือแก่กระทรวงพลังงานเลยทั้งๆ ที่อยู่ในรัฐบาลของ ฯพณฯ ด้วยกัน
This clearly shows that the Industry Ministry is not interested in supporting the Energy Ministry even though
both belong to the same government.
ความขัดแย้งดังกล่าวนี้น่าจะแก้ไขให้หมดไปได้โดยไม่ยาก แต่รัฐบาลของ ฯพณฯ ก็ไม่สามารถขจัดปัญหาให้หมดไปได้ เป็นความล้มเหลวอีกเรื่องหนึ่งของรัฐบาลของ ฯพณฯ แม้จะเป็นเรื่องที่ทำได้ไม่ยากเลย
This example clearly illustrates your government’s inability to iron out a simple inter-agency conflict.
ประการที่สาม เมื่อวันที่ 25 ธันวาคม 2556 ฯพณฯ ในฐานะนายกรัฐมนตรี ได้แถลงว่า พร้อมที่จะออกคำสั่งนายกรัฐมนตรี เพื่อให้ประชาชนเลือกตัวแทนของสาขาอาชีพต่างๆ เข้าร่วมกันเป็นสภาปฏิรูปประเทศไทย
Third, on Dec 25, 2013, as Prime Minister you declared to the mass media that you were prepared to issue a
Prime Minister’s Order enabling the public to select representatives from their respective professions to form
a reform assembly.
ด้วยความตั้งใจที่จะสนองตอบความต้องการของกลุ่มผู้ประท้วงที่เรียกร้องให้มีสภาประชาชนเพื่อทำการปฏิรูปประเทศ
It was your intention to address the desire of protesters who are calling for an establishment of a ‘’people’s
council’’ to reform the country.
แต่ปรากฏว่า องค์กรเอกชนต่างๆ ทุกองค์กรไม่ให้ความร่วมมือ
As it turned out, no private sector organisations have risen or responded to your call.
เนื่องจากไม่เชื่อว่า รัฐบาลจะสนับสนุนให้มีการปฏิรูปอย่างจริงจัง
No one trusts or believes that the government will support genuine reform.
ต่างก็กลัวว่า รัฐบาลจะมีวาระซ่อนเร้น
They are concerned that the government could have a hidden agenda.
กลุ่มผู้ประท้วงก็ปฏิเสธความหวังดีของรัฐบาลทันที
The protestors have also rejected the government’s offer.
ด้วยไม่ไว้ใจว่ารัฐบาลจะทำอย่างจริงใจ
The People’s Democratic Reform Committee (PDRC) does not have confidence that the government would pursue the
reform agenda with sincerity.
เป็นข้อพิสูจน์ให้เห็นว่า ประชาชนหมู่มากและองค์กรเอกชนต่างๆ ไม่มีความเชื่อถือและศรัทธาในตัว ฯพณฯ และในรัฐบาลของ ฯพณฯ เลย
These reactions prove that a large group of people and several business organizations have no faith in you, nor
do they trust your government.
ทุกคนยังต้องการให้มีการปฏิรูปประเทศ
The people want the country to go through a serious, genuine and comprehensive reform.
แต่มีข้อแม้ว่า กระบวนการจัดตั้งสภาปฏิรูปและการเลือกสรรตัวแทนจะต้องเริ่มจากคนกลางที่ประชาชนเชื่อถือ ซึ่งจะต้องไม่ใช่รัฐบาลของ ฯพณฯ
But they also want the process – the establishment of the reform council and selection of its members – to be
initiated and supervised by “neutral people’’ whom they trust, which is definitely not your government.
การที่ ฯพณฯ และรัฐบาลของ ฯพณฯ ไม่ได้รับความเชื่อถือศรัทธาจากประชาชนหมู่มากเช่นนี้
This crisis of confidence, which you and your government are facing,
เป็นผลจากการกระทำของ ฯพณฯ และรัฐบาลของ ฯพณฯ เองที่ไม่ได้บริหารประเทศชาติอย่างดีพอ
stems from your failure to run the country properly.
ละเลยที่จะแก้ปัญหาของประเทศชาติ
It is because you have ignored the country’s problems for too long.
รวมทั้งละเลยที่จะกำจัดและป้องกันการฉ้อราษฎร์บังหลวงที่เกิดขึ้นแล้วและมีโอกาสที่จะเกิดขึ้นต่อไป
You have neglected tackling corruption. You do not try to prevent incidents of graft that have already occurred
from recurring.
ตัวอย่างที่เห็นได้ชัดก็คือ โครงการจำนำข้าว ซึ่งก่อให้เกิดความเสียหายต่องบประมาณของชาติเป็นจำนวนสูงมาก
The most glaring case in point is the rice-pledging scheme that has caused massive damage to the national
budget.
เมื่อคณะกรรมการปิดบัญชีโครงการรับจำนำข้าวเปลือกตามนโยบายของรัฐซึ่งที่ประชุมคณะรัฐมนตรีแต่งตั้งขึ้น สรุปผลการปิดบัญชีเสนอต่อ ฯพณฯ ว่าโครงการดังกล่าวมีผลขาดทุนมากกว่าแสนล้านบาท
The scheme’s accounting committee appointed by your Cabinet informed you that the project would incur losses of
more than 100 billion baht.
และเมื่อผู้เชี่ยวชาญภาคเอกชนอีกหลายคนได้ช่วยให้ข้อมูลและประมาณการเพิ่มเติมจนครบถ้วนว่า ยอดขาดทุนในที่สุดเมื่อขายข้าวหมดจะเพิ่มเป็นหลายแสนล้าน
Many experts from the private sector have provided more information and pointed out that the losses could rise
to several hundred billion baht by the time the government sells all its stockpiles.
พร้อมกับชี้ให้เห็นช่องโหว่ของโครงการที่เปิดโอกาสให้มีการฉ้อราษฎร์บังหลวงในจำนวนสูงมากเช่นกัน
They have also indicated how vulnerable the project is to corruption.
ปรากฏว่า แทนที่ ฯพณฯ และรัฐบาลของ ฯพณฯ จะนำข้อมูลที่ได้รับไปพินิจพิจารณา และหาข้อเท็จจริงเพิ่มเติมเพื่อให้รู้แน่ชัดในเรื่องขนาดของความเสียหายที่เกิดขึ้นและในเรื่องการฉ้อราษฏร์บังหลวงที่โจษขานกันทั่วไป
Instead of taking the information seriously and searching for more facts in order to tackle the problems effectively,
รัฐบาลของ ฯพณฯ กลับปลดบุคคลที่ทำหน้าที่ประธานคณะอนุกรรมการปิดบัญชีฯ ซึ่งเป็นผู้เปิดเผยความเสียหายจำนวนสูงดังกล่าว ออกจากภาระหน้าที่
your government chose to dismiss the chairperson of the accounting committee who unveiled the potential damage.
เพื่อให้เรื่องเงียบไป
This was apparently aimed at sweeping the serious problems of this scheme under the carpet.
นอกจากนี้รัฐบาลของ ฯพณฯ ท่านยังออกมาโต้แย้งด้วยการให้ข้อมูลที่บิดเบือนแก่ประชาชน
Worst still, your government provided distorted information to the public about this scheme and its
implementation.
ไม่ยอมทบทวนโครงการเพื่อหาวิธีใหม่ที่จะช่วยเหลือชาวนาโดยไม่เกิดความเสียหายมากเกินไปดังที่เกิดขึ้นแล้ว
Instead of reviewing past damages and finding alternative methods to help rice farmers without incurring
further massive losses to the national budget,
แต่กลับดึงดันใช้วิธีการรับจำนำแบบเดิมในฤดูกาลถัดไป
your government ploughed on with the same damaging pledging scheme.
โดยไม่คำนึงถึงผลเสียหายทางการเงินอันใหญ่หลวงที่จะตามมา
Your government has never considered the disastrous effect of the scheme on the national budget.
และไม่สนใจว่า โครงการดังกล่าวเปิดโอกาสให้มีการฉ้อราษฎร์บังหลวงมากเพียงใด
It does not care how much corruption could occur.
เป็นการบริหารประเทศในลักษณะที่ลุแก่อำนาจอย่างยิ่ง ไม่สนใจฟังเสียงทักท้วงของผู้ใดเลย
This is a flagrant abuse of administrative power.
จึงเป็นสาเหตุที่ทำให้ประชาชนหมู่มาก และองค์กรเอกชนที่สำคัญหมดความเชื่อถือและศรัทธาในตัว ฯพณฯ และในรัฐบาลของ ฯพณฯ
This is the reason why a great number of people and several other private sector organisations have lost faith
and confidence in you and your government.
การขาดความเชื่อถือและศรัทธาในรัฐบาลของ ฯพณฯ มีผลให้รัฐบาลของ ฯพณฯ ไม่สามารถบริหารประเทศให้ก้าวหน้าต่อไปได้
This severe loss of faith and confidence is the reason why you are unable to administer the country and move it
forward.
ดังเป็นที่ปรากฏแล้วว่าประชาชนจำนวนมากสงสัยว่าจะมีการฉ้อราษฎร์บังหลวงในทุกๆ โครงการที่รัฐบาลของ ฯพณฯ ริเริ่ม
The lack of faith and confidence also extends to suspicions that corruption exists in key government
infrastructure and megaprojects
ไม่ว่าจะเป็นเรื่องโครงการบริหารจัดการน้ำหรือโครงการปรับปรุงโครงสร้างพื้นฐานทั้งประเทศมูลค่า 2,000,000 ล้านบาท
whether it be the 350-billion baht water management scheme and the 2 trillion baht infrastructure project.
การขาดความเชื่อถือและศรัทธาในรัฐบาลของ ฯพณฯ นี้เองเป็นอุปสรรคสำคัญที่ทำให้โครงการต่างๆ ที่รองรับความเจริญเติบโตของเศรษฐกิจเกิดขึ้นได้ยาก ไม่ว่ารัฐบาลของ ฯพณฯ จะชี้แจงอย่างไรประชาชนหมู่
มากก็ยังเชื่อว่าจะมีการฉ้อราษฏร์บังหลวงในโครงการเหล่านี้
It’s a sad state of affairs when it does not matter what the government says. The perception is already there
with large segments of the population that corrupt practices exist in these megaprojects. Without public
confidence, it would be very difficult for your government to launch these projects, which would have helped
support the country’s economic growth.
รัฐบาลที่ไม่สามารถปฏิบัติตามนโยบายของตนเองให้ลุล่วงไปได้
A government that is incapable of implementing its own policies
เช่น ในกรณีนโยบายรับจำนำข้าวและนโยบายผลิตไฟฟ้าจากพลังงานแสงอาทิตย์
such as the rice-pledging and solar rooftops scheme;
รัฐบาลที่ประชาชนหมู่มากและองค์กรเอกชนขาดความศรัทธา ไม่เชื่อถือว่า มีความจริงใจและไม่ยอมร่วมมือในการริเริ่มของรัฐบาลแม้ว่าจะเป็นเรื่องที่สนองตอบการเรียกร้องของประชาชนหมู่มากก็ตาม
that has lost the respect from a large number of people and business leaders;
รัฐบาลที่ไม่สนใจในเรื่องที่กำลังเกิดความเสียหายทางการเงินของประเทศชาติอย่างใหญ่หลวง
that does not care for massive damage to the country’s finances;
ปฏิเสธที่จะค้นหาความจริงในเรื่องการฉ้อราษฎร์บังหลวง และดำเนินนโยบายที่เสียหายนั้นต่อไปโดยไม่นำพาต่อความรู้สึกของประชาชน ทำให้ประชาชนหมดศรัทธา ตั้งข้อสงสัยว่าจะมีการฉ้อราษฎร์บังหลวงใน
ทุกๆ โครงการที่รัฐบาลริเริ่ม และแสดงให้เห็นชัดด้วยการประท้วงอย่างโจ่งแจ้งว่า ไม่ต้องการให้รัฐบาลนั้นบริหารประเทศอีกต่อไป
that refuses to investigate corruption but also allows indecent practices to continue
ถือได้ว่าเป็นรัฐบาลที่ล้มเหลว
can only be regarded as a failed government.
ไม่อยู่ในสถานะที่จะบริหารประเทศชาติให้ก้าวหน้าไปได้อีกแล้ว
Such a failed government is not in a position to run the country and has no hope of moving it forward.
ถ้าจำเป็นต้องรักษาการเพื่อรอให้เลือกตั้งเสร็จสมบูรณ์จนสามารถตั้งรัฐบาลใหม่ได้ในระยะเวลาสั้นๆ ก็คงจะไม่มีผลเสียต่อประเทศชาติมากนัก
The damage would be less if your caretaker role spans a short period of time.
แต่ผลการเลือกตั้งในวันที่ 2 กุมภาพันธ์ที่ผ่านมา แสดงให้เห็นแล้วว่าเป็นการเลือกตั้งที่ไม่เรียบร้อยเป็นอย่างมาก
But the damage will continue because the Feb 2 general election has proven to be problematic.
กลุ่มผู้ประท้วงขัดขวางได้สำเร็จหลายช่องทาง
Protestors have succeeded in obstructing the polls in various ways
เริ่มตั้งแต่ขัดขวางการรับสมัครรับเลือกตั้ง การเก็บกักบัตรเลือกตั้ง จนถึงการปิดล้อมหน่วยเลือกตั้ง
starting with preventing candidate registration, blocking distribution of ballots and shutting down polling
stations.
ผลการเลือกตั้งจึงได้จำนวนสมาชิกสภาผู้แทนราษฎรไม่มากพอที่จะเปิดประชุม
With the election incomplete, there would not be enough Members of Parliament declared to meet the 95% rule for
parliament to convene.
และไม่สามารถจัดตั้งรัฐบาลใหม่ที่มีอำนาจเต็มเข้ามาบริหารประเทศได้
Consequently, a new government cannot be formed.
จำเป็นต้องมีการเลือกตั้งเพิ่มเติมสำหรับส่วนที่ขาดอยู่
Many more re-elections must be held before the country can have a full parliament of 500 members.
จากลักษณะของการประท้วงที่ผ่านมา เชื่อได้ว่าการเลือกตั้งเพิ่มเติมคงจะยืดเยื้อไปอีกนาน
With anti-government protest is still ongoing, it is likely the re-elections will drag on for a lengthy period.
ด้วยเหตุผลสองประการ
There are two reasons.
ประการแรก ประชาชนที่ออกมาประท้วงจำนวนมากได้แสดงเจตนารมณ์แล้วว่า ไม่ต้องการให้รัฐบาลจากพรรคการเมืองที่ ฯพณฯ สังกัดอยู่กลับเข้ามาบริหารประเทศอีก
First, a great number of protestors do not want your party to return as the government.
ย่อมจะตามขัดขวางการเลือกตั้งในลักษณะเดิมหรือในรูปแบบใหม่ไปเรื่อยๆ
These people will continue to block the election process.
ประการที่สอง การเลือกตั้งเพิ่มเติมที่จะมีขึ้นสำหรับเขตและหน่วยเลือกตั้งที่ยังขาดอยู่ ซึ่งรวมถึง 28 เขตเลือกตั้งที่ไม่สามารถรับสมัครได้ตั้งแต่แรกนั้น ก็ยังมีความเสี่ยงสูงที่อาจถูกศาลรัฐธรรมนูญ หรือศาลปกครอง
สั่งให้การเลือกตั้งทั้งหมดเป็นโมฆะ เนื่องจากกฎหมายเลือกตั้งกำหนดให้การเลือกตั้งทุกเขตต้องกระทำพร้อมกัน
Second, re-elections at polling units that were forced to close and in the 28 constituencies where there were
no candidates could put the entire general election at risk of being nullified by the Constitution Court or
Administrative Court as the law stipulates that the general election must be held on the same day.
เพื่อให้ผลการเลือกตั้งเป็นไปอย่างเที่ยงธรรม ยกเว้นในกรณีสุดวิสัย เช่น ในกรณีที่หน่วยเลือกตั้งถูกปิดล้อม เป็นต้น
The intent of this law is to ensure that the general election produces a fair result.

หากรัฐบาลของ ฯพณฯ ซึ่งถือได้ว่าเป็นรัฐบาลที่ล้มเหลวแล้ว เลือกที่จะเป็นรัฐบาลรักษาการต่อไป
And it is likely that should your government – already deemed as a failed government – continues in its
caretaker capacity,
การประท้วงก็น่าจะรุนแรงขึ้น
protests would intensify.
เนื่องจากประชาชนจำนวนมากไม่พอใจที่จะให้ ฯพณฯ และรัฐบาลของ ฯพณฯ บริหารประเทศต่อไปอีก
The reason is simple – a large number of people do not want you or your government to administer the country.
สถานการณ์เช่นนี้หากปล่อยไว้นานไป รังแต่จะทำให้เกิดความเสียหายต่อเศรษฐกิจของประเทศรุนแรงขึ้น
A continuation of this situation would only inflict more damage to the economy.
ธุรกิจท่องเที่ยวจะซบเซาลงไปอีก
Thai tourism would suffer even more.
การลงทุนในโครงการต่างๆ เพื่อรองรับการขยายตัวของเศรษฐกิจเกิดขึ้นไม่ได้เพราะประชาชนไม่ไว้ใจว่าจะไม่มีการโกงกิน
Investments in projects that would boost the country’s economic growth would stop because of fears of
corruption.
ความเชื่อมั่นของนักลงทุนเอกชนทั้งในประเทศและจากต่างประเทศจะตกต่ำลงจนถึงขั้นที่หยุดลงทุน
Confidence of the private sector – international and domestic – would decline to the stage where it would stall
or stop.
เศรษฐกิจจะชะลอตัวลงเป็นอย่างมากจนอาจไม่ขยายตัวเลย
The economy will slow down significantly, probably ending up with a zero growth.
อัตราการว่างงานที่เริ่มสูงขึ้นจะเพิ่มมากขึ้นไปอีก
Unemployment, which has started to climb up, will increase further.
และที่สำคัญประชาชนจะรู้สึกสิ้นหวัง จนอาจเกิดความรุนแรงขึ้นมากกว่าที่ผ่านมาแล้วได้
Most importantly, people will be in a state of despair and this situation could trigger further violence and at
a level higher than the incidents we have already experienced.
แต่ถ้า ฯพณฯ และรัฐบาลของฯพณฯ เห็นแก่ประโยชน์ของประเทศชาติเป็นสำคัญ ตัดสินใจลาออกจากการเป็นรัฐบาลรักษาการ ซึ่งสามารถทำได้ตามครรลองของระบอบประชาธิปไตย เมื่อไม่สามารถบริหารประเทศ
ให้ก้าวหน้าต่อไปได้ โดยรัฐธรรมนูญปัจจุบันมีช่องทางที่จะให้มีการแต่งตั้งคนกลางเข้ามาบริหารบ้านเมืองต่อไปได้ ผู้ประท้วงก็จะหยุดประท้วงทันที
But if your government truly holds the country’s interest at heart and decides to resign from the caretaker
role, the protesters would end their rallies.The resignation is possible under the democratic process when an
administration finds that it can no longer govern the country. The current constitution opens a way for an
appointment of outsiders to run the country on an interim basis.
กิจการต่างๆ ในบ้านเมืองจะดำเนินได้ตามปกติทั้งงานของราชการและธุรกิจเอกชน
The resignation will allow civil services and business in the country to return to normal.
รัฐบาลใหม่ที่มีอำนาจเต็มจะสามารถเดินหน้าโครงการที่เป็นประโยชน์แก่ประเทศชาติและประชาชนได้ทันที
With full authority, the new government will be able to roll out projects that will bring immediate benefits to
the country and its people.
รัฐบาลใหม่ที่มีคนกลางซึ่งประชาชนยอมรับย่อมสามารถดึงดูดตัวแทนประชาชนจากทุกส่วนให้เข้ามาร่วมกันหาทางปฏิรูปประเทศอย่างได้ผล
Consisting of ‘’neutral people’’ well recognised by the public, the new government will have no problems
drawing representatives from different sectors to join hands and cooperate on how to reform the country
effectively.
เมื่อเหตุการณ์คืนสู่ความสงบแล้ว กิจกรรมทางเศรษฐกิจทุกประเภทก็จะดำเนินได้ตามปกติ
Once the country has returned to peace, all economic activities will also carry on as normal.
การเจริญเติบโตของเศรษฐกิจจะกลับคืนมาและก้าวหน้าต่อไปได้อย่างราบรื่น
Thailand will return to growth and will step into the future smoothly.
ผู้บริหารประเทศที่ดีเมื่อถึงจุดหนึ่งก็จะต้องตัดสินใจเพื่อประเทศชาติ
A good leader has to choose the country first when the time comes.
ผมหวังว่าจดหมายเปิดผนึกของผมฉบับนี้จะช่วยให้ ฯพณฯ ตัดสินใจเพื่อหยุดยั้งความเสียหายที่เกิดแก่ประเทศชาติได้เสียที
